Public and Regulated Utilities
Our public utility practice attorneys have over 70 years’ combined experience representing all types of clients before the Louisiana Public Service Commission (LPSC) and other regulatory bodies. We represent regulated public utilities and other regulated entities before the LPSC in rate cases, cost of service investigations, prudence investigations, certifications, complaint proceedings, rule-making proceedings, and various other regulatory matters. Roedel Parsons also represents clients before the Council of the City of New Orleans on public and regulated utilities’ matters. Our representation of regulated entities includes those providing electricity, natural gas, telecommunications, trucking, water and sewer, and pilotage services.
In November 2020, Luke Piontek of our Public and Regulated Utilities’ practice area successfully obtained LPSC approval for Northeast Louisiana Power Cooperative, Inc. (NELPCO) to create a wholly owned broadband subsidiary, Volt Broadband, LLC (Volt). (LPSC Order No. S-35745). Mr. Piontek has guided NELPCO and Volt through myriad legal issues, including federal grant funding matters, vendor contract negotiations and disputes, and development hurdles in connection with the establishment of Volt’s business and construction of its $50M+ full fiber-to-the-home broadband internet system. In May 2025, Mr. Piontek obtained LPSC approval for NELPCO’s first base rate increase in the last 40 years, setting it on the path to a much more stable financial position. We also represent commercial, industrial, and residential customers on electricity, water and sewerage, trucking, and other matters before the LPSC, other regulatory bodies, and in state and federal courts. Our representation of customers includes handling contract and transactional issues, overcharge complaints, rule-making proceedings, and quality of service complaints. We counsel clients on the construction and operation of cogeneration (Combined Heat and Power) and nonutility merchant power generation facilities in Louisiana.
